  • Kit Bond Passes: Former U.S. Senator and Missouri Governor Kit Bond died on Tuesday in St. Louis at 86 years old. Read more here.

  • State Board of Education Leadership: The State Board of Education elected Mary Schrag as president and Brooks Miller as vice president.

  • Meanwhile, Governor Kehoe announced appointments to the Missouri School Funding Modernization Task Force. Read more here.

  • Representative Stripped of Committee Assignments: Missouri House Democrats stripped Rep. Marlene Terry (D-St. Louis) of her committee assignments after she voted with Republicans for an expansion of the the state’s private school scholarship program. 

  • Degree Legislation: Missouri lawmakers passed a bill to allow MSU to offer doctoral degrees. The bill now goes to the Governor.

This Week in the Capitol

  • End of Session: The Senate adjourned Wednesday evening, with Republicans moving the “previous question” (a rarely used motion to stop debate in the Senate) on two pieces of legislation: (1) a resolution proposing a constitutional amendment regarding abortion and (2) a bill repealing the paid sick leave law enacted by Proposition A in November. Read more here. The House passed several bills remaining in its possession and adjourned Thursday.

  • Capital Projects and Sports Stadiums: The House passed a bill containing language establishing a tax credit program designed to partially fund construction costs for professional sports stadiums in Missouri. Read more here. The Senate debated the bill at length Tuesday but ultimately laid it over. Read more here. Throughout the week, significant debate occured in both chambers about the capital projects that were not funded when the House decided not to take up HB 19 last Friday. Read more here. However, session adjourned without a pathway forward for those projects.

  • TAFPs: The General Assembly truly agreed and finally passed 22 bills, bringing the total number of TAFP bills this session to 67, 16 of which are appropriations bills. See the full list here. Bills TAFPed this week include:

    • Three local government bills (here, here, and here)

    • Three higher education bills (here, here, and here)

    • Two K-12 education bills (here and here)

    • A health care bill

    • A bill limiting foreign spending in state ballot measure elections

    • A tourism bill
